Community Ties: Phil grew up in Eugene, attended Condon Elementary School, Roosevelt Junior High, and South Eugene High School. He and his wife, Florence, raised their two children here. He has lived in the District nearly all his life. He now has three grandchildren, the youngest born in 2013, the oldest two now attend school in a Eugene 4J District elementary school. H.P. Barnhart Hall, a University of Oregon Residence Hall is named for Phil’s father in acknowledgement of his long service as UO Director of Housing. Phil serves on the board of directors of Emergence, an addiction education and treatment non-profit. He has served on several other boards and committees in the past including the Oregon Bach Festival, and the board of his church.

He is a proven leader at stimulating the economy, protecting Oregon’s most vulnerable, and creating a fairer and more balanced tax structure.
Promoting Job Growth and Helping Small Business
Phil works tirelessly to stimulate jobs and prioritize small businesses, not large out-of-state corporations. As a state representative, he has helped local businesses grow and create jobs, fought to keep Oregon’s renewable energy industry at the cutting edge, and worked hard to boost funding for career and technical education programs to get people ready to work.
Supporting Working Families
Phil has stood up for hardworking families by working to raise wages, grant paid sick leave to workers, and by helping to create the Oregon Retirement Plan so that every Oregonian can save for a secure retirement.
Phil championed legislation to protect our children’s education and maintain services for families when they need them most.
Creating More Fairness
There are income tax credits on the books that had not been reviewed in 30 years. Phil pioneered a law requiring they be reenacted or disappear. As the author of the tax measures that received overwhelming support in January 2010, Phil protected community services and helped keep teachers in classrooms and police protecting our streets.
Supporting our students and their Schools
From the beginning of his public life, Phil has supported improving resources for our schools, colleges, and universities to provide the education our kids and students will need for their future and ours. Phil helped raise k-12 education funding by over $1 Billion, and college and university funding, but because of prior cuts, it is not enough. College tuition is too high. Oregon would benefit if professional and vocational education and the first two years of college were free at our community colleges for all students. Phil has and will work hard to make tuition affordable and make post-high school education accessible to all. A bright future is a result of a good education.
